Each member of our board has felt the calling to transform communities through God’s light. While they have each made individual differences on their own paths, these people have decided to band together to bring the church across the globe. Their experiences in healthcare, foster care, nonprofit, and church leadership, as well as their hearts for service, make them more than capable of leading Global Impact’s mission: to see communities transformed and manifest the Kingdom of God through our work.

Jeff Mauer - Chairman

Chairman and CEO of Global Impact International, and Co-Founder of Restoration Rome, Jeff Mauer has chosen to combine his experience as a successful business owner and heart for community service, to initiate and implement creative and scalable solutions to the ever-growing foster care crisis in his hometown of Rome, GA. Jeff serves as a trustee on multiple business, community, and educational boards, and as the community engagement pastor for his church. Jeff brings to Global Impact the ability to orchestrate concurrent projects and lead multiple teams to achieve strategic priorities and purposes.

The Hon. Ernie Fletcher

Service to others–this is the phrase that best describes the insatiable drive of Dr. Fletcher. Every day he aspires to serve and improve the lives of others, and his leadership in healthcare and public service is built upon this commitment.

Since early in his life when he served as an Air Force fighter pilot, and then as a family practice physician in Lexington, Kentucky, for more than a decade from 1987-1998, including serving two years as CEO of the Saint Joseph Medical Foundation, Dr. Fletcher has demonstrated his leadership and passion for serving others. This passion continued into the public arena as he pursued elected office. Dr. Fletcher began his political career as a state legislator and then served three terms (from 1998-2003) as a United States Congressman for Kentucky’s 6th District, before serving as Governor of the Commonwealth of Kentucky from 2003-2007. In Congress, Dr. Fletcher served as a member of the House Committees on Energy and Commerce and chaired the Policy Subcommittee on Healthcare. As governor, he established Recovery Kentucky that provides treatment now for over 2000 men and women with addiction across Kentucky. Since 2008, Dr. Fletcher has served as the CEO of Alton Healthcare, LLC, a company that focuses on healthcare IT innovation, wellness and prevention and as a Senior Medical Advisor and the acting Chief Health Officer for the Centers for Disease Control (CDC) in Atlanta, Georgia. Currently, Dr. Fletcher Co-Chairs the Fletcher Group’s Don Ball Foundation for Recovery Hope with his wife Glenna and works tirelessly through The Fletcher Group to bring recovery solutions, like Recovery Kentucky, to communities in need across the country.

Dr. Fletcher resides in Kentucky and Georgia with his wife, Glenna. They have two children and seven grandchildren.

Mitchell Jolly

Mitchell is the husband of Jennifer, the daddy of Gabriel, John Mark and Daniel, a native of Rome, Georgia, and is one of the founding pastors of Three Rivers Church. Mitchell works with GlocalNet www.glocal.net to help train church planters in engaging their city and working in the public square around the world. Mitchell serves Rome/Floyd County as a Chairman of the Division of Family and Children Services board of directors.

Tom Rawlings

Tom Rawlings brings to our organization over 30 years of legal experience in juvenile justice, child protection, and capacity-building. As a member of the Litigation and Dispute Resolution Department at Taylor English Duma, Mr. Rawlings concentrates his practice on advising and defending youth-serving organizations. He has spent more than 20 years representing and serving institutional clients with a focus on vulnerable populations, including children and families, juveniles, and individuals living with poverty, food insecurity, and medical disabilities.

Prior to joining Taylor English, Mr. Rawlings served as the director of the Georgia Division of Family and Children Services. He was previously the director of the Office of the Child Advocate. Mr. Rawlings was the first full-time juvenile court judge in the Middle Judicial Circuit and oversaw juvenile justice cases in five counties.

In addition to his work in the US, Mr. Rawlings has also served as the Guatemala country director for International Justice Mission, where he built and led a team of Guatemalan professionals who worked with government prosecutors and courts to protect and treat child sexual abuse victims, prosecute offenders, and train child abuse professionals. He has trained child welfare, justice, and human rights professionals across the US as well as in Armenia, Romania, and Thailand.

Mr. Rawlings earned a Masters’ degree in International Human Rights Law from Oxford University (UK), and is certified by the National Association of Counsel for Children as Child Welfare Law Specialist.
